South Carolina is among a dwindling number of states that has not expanded eligibility for the low-income Medicaid program under Obamacare. Because of this decision, an estimated 100,000 adults in this state fall into what's known as an insurance coverage gap. Conservative state leaders have long argued that South Carolina can't afford to expand Medicaid. Meanwhile, the program is growing more expensive every year anyway.
